The Access to Justice Network is a network of information providers that will provide information on access to justice issues, laws and procedures to the citizens and assist them, especially the poor and vulnerable persons, women and children, to navigate through the various criminal, civil, administrative and other procedures provided for by law, including the Katarungang Pambarangay Law.

It is an inter-agency, multi-stakeholder mechanism at the barangay, municipal, and provincial levels meant to facilitate information dissemination, interagency coordination, and which will recommend policy, provide for continuing education, and a venue for discussion of issues related to access to justice by the poor particularly women and children. The scope of activities that the networks and its members will perform as well as the limitations or prohibitions are guided by two provisions in the 1987 Constitution, namely:

    * (1).       Subject to reasonable conditions prescribed by law, the State adopts and implements a policy of full public disclosure of all its transactions involving public interest. (Art. II, Sect. 28)
    * (2).       The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law. (Art. III, Sec. 7)
